Rehabilation Application at Port of Entry

I'm a little confused. My 'wet and reckless" was from 2008 with 12 months of probation served.

I'm definetly over the 5 year mark but under 10. Am I allowed to submit my Rehabilitation Application at a Port of Entry (Detroit-Windsor)?

Most sources on line state that Port of Entry applications are for offences greater than 10 years.
