Basically, my issue is that in the documents requested by them they have stated and I quote:-

"If you are currently working in an occupation that is regulated in Ontario which
requires mandatory certification or licensing in Ontario, you must submit proof of
your certification or license. For more information on regulated professions in
Ontario, visit:
http://www.ontarioimmigration.ca/en/working/OI_HOW_WORK_PROF_PROFS.html

I am applying from outside Canada and currently working as a software engineer, So do I need to submit the certificate or is this applicable for people currently applying from Canada.... I am just confused :'(

A regulated profession requirement is binding on everyone - doesn't matter where you're applying from. If you can prove to OOPNP and CIC that you are qualified and experienced for 2174, go ahead and change it . That is the key requirement - If you can prove it conclusively or not.

So 2174 is unregulated I reckon??

I haven't checked that - I was responding to your question of changing your NOC. Refer that link I sent earlier to check about regulated professions.

What is your title/position ? 2173 for sure is regulated. If you can tweak your roles & responsibilities and even your title to match 2171 then you should be fine. Again, you would need to have a detailed discussion with your employer on how comfortable they are adjusting the title & roles.

Senior Programmer with one company and Senior Application Developer for the current. It seems like I am more into 2174...but is 2174 regulated aswell?

I have read somewhere that 2174 is unregulated....My responsibilities kind of align towards this...so should I go ahead and change it to 2174!!! Need help Seniors!!! i click away from making changes in form...lol

Based on what I observed, no one from NOC 2174 received PT. Hence its likely that you may have problems if you change your noc to 2174. Better call CIC before editing your EE profile.

Hi,

I belong to NOC code 2174 and I have got the PT letter for OONP. So I believe you can go ahead and change your NOC to 2174.
