Can You please explain this Amendments in New Study permit Rule

New Rule
Registered Indians, who are also foreign nationals, may study in Canada without a study permit because they have the right of entry into Canada.

Old Rule
There are no references clearly stating that Registered Indians, who are also foreign nationals, are exempt from the requirement to obtain a study permit.

Not sure exactly what you want clarifying? Does it affect you, and why?
 
This applies to you if you are a Native American aka "Indian" since they have the right of entry in to both US and Canada. Their country of citizenship isn't relevant.

This is not Indians from India but Indians that you might be more familiar as Native Americans

Not quite. Canadian natives can enter the US under the Jay treaty. Canada never signed the Jay treaty so US natives don't have the right to enter Canada, unless they are registered band members of a Canadian band under the Indian Act.
