Regarding work permit extension

I was recently nominated under skilled worker PNP, (there is employment restriction on my PNP)

I sent my application to CIO sydney
I have received my EP, UCI, AOR number now waiting for medicals
My work permit is going to expire on Nov 9th
now I am planning to apply for work permit at border by doing flagpoling.

Now my question is can I apply for open work permit because I received AOR , EP number from CIO sydney office even though there is restriction on my employment. (want to avoid my employer compliance fee).... (what kind of work permit iam eligible for had anyone had same issue befor plz share)

I called CIC call center many times but each time i am getting diffrent answers....

1. You can not apply for open work permit at border.
2. If there is employment restriction then you can't get OWP.
3. You can extend your work permit with the same employer but your employer have to pay $230 fee and fill out some forms.

On your pnp nomination certificate does it say yes under employment restrictions?

I applied for a new work permit since I just got nominated tru SINP. I did not pay the employer compliance fee ($230) and didn't fill the needed forms. Will it be a problem to my new work permit application?
