Regarding the TRV(Temporary Resident Visa)

Hello Guys,

I have applied for the spouse dependant PR on April 2019 from India and my husband reside in Canada as an PR.Its been 6 months since we got married and its been really a tough time being apart.As the process is time consuming.
a)Is it possible to apply without AOR for the TRV(Temporary Resident Visa) ?
b)How far would be the success rate for the TRV if applied?

Can anyone share an insight on that please.
