Yes you can get, but first someone need to get it for you in Canada with Canadian address, and also first you need to land there - without landing, you cannot get a PR card.

Once you land and give them a valid residential address, they will mail your PR card to the address you give then the person who will receive the PR card on your behalf can mail it anywhere in the world you want.
 
Would you like to tell us WHY you even want to get PR when you dont want to Land there?

My Consultant from CSIC will get it for me. I was told clearly I do not need to land in Canada to get it. Lets assume I do have to land but how long do I have before my PR expires. How long do I have before I have to land there?
 
you must land in Canada within 1 year after having your medical check.

you can land for 5 minutes, turn on your heel and go back to the US (if you like that better)....

4 weeks afterwards your PR card will be mailed to any address in Canada that you have provided when landing.

What if my 1 year expires and I don't go to Canada then I have to take my Medicals again and get another year?

CV User, if you don't land within one year of issuance of your visa, you will have to start the application process all over again. i trust this will put your mind at rest :).
