Refused....

I figured I would try to apply for a visa from Turkey to Canada for my husband since our case processing time is 2 years.
It was refused. Needless to say I am heartbroken

They refused because they thought that he would not return back to Turkey
(My husband is a refugee and has no money or ties in Turkey)

Anyone have suggestions on how I can bring him here prior to 2 years.

Waiting isnt really an option for him.

Unfortunately I don't think there is any chance he will be approved for a temporary visa given his refugee status in Turkey (same applies to a study permit or work permit). It's often quite difficult for spouse of Canadians to obtain a visitor visa. The fact he is also a refugee makes the chances of approval even more remote. You can certainly try applying again - but realistically I don't think there's any chance of approval. He'll most likely have to wait out the processing of his PR application in Turkey.

Yeah we thought the same thing as well. No reason for us to try again so instead we are just waiting for our sponsorship papers to go through (Hopefully quickly)

Yes there's almost no possibility for him to come here for now, I think the next best option would be for you to go over to his country to live with him for a few months perhaps if finances permit.

Thats what we are planning to do, I finish my semester here at the end of August so Ill be leaving to Turkey then. Let the job search begin!

It's so hard that we have to stop uproot our lives for a certain number of years because of processing times. I never thought it would take this long.
