Hi all,
I am in Canada on a work permit. My mom applied for a Visitor visa from India on Feb 11 and received a biometric request on Feb 12. As per the letter she got 30 days to give biometric, that is March 14. She scheduled an appointment on Mar 8 for biometric enrollment at VFS Hyderabad. Unfortunately, she received the refusal letter a day before the biometric appointment (March 7) stating the following reason.
You have not complied with our request for information, per subsection 16(1) of the IRPA. To date, you have failed to comply with our request for biometrics.
You are found inadmissible to Canada under paragraph 41(a) of the IRPA: through an act or omission which contravenes, directly or indirectly, a provision of this Act.

I suggested her to go ahead with the biometric appointment which she finished yesterday. Today her CIC profile has also been updated with the biometrics in the refused application profile.
I raised a CSE as well as written an email to New Delhi CIC attaching the biometric request letter.
I don't know what else to do, Anyone faced this kind of issue before. please let me know your valuable suggestions.

Did VFS Hyderabad forward her biometrics to the visa office? You must email the Bangalore visa office

Yes, VFS Hyderabad forwarded the biometrics to OC, later it was updated in the CIC profile also. The application was processed at Delhi office, do I still need to email Bangalore visa office also

You must email the Bangalore visa office with all evidence that your mom gave her biometrics before the deadline of 30 days. And, request the visa office for a reconsideration of her refusal.

Both Bangalore + New Delhi visa offices

hello i was refused due to the same problem. IRCC sent me refusal letter stating that i failed to provide biometrics before the deadline. I approached the VFS in Shanghai however no one seemed can explained that.

Should I make a new application or wait for their response for a few weeks. What do you say?

You must request for a *Reconsideration* of the refusal. Do use the correct term when you email the visa office.

You have grounds to overturn this refusal. Not sure why you are in a hurry to reapply.... and your mom will forever have to declare that she has one TRV refusal for not providing her biometrics for all her future visa applications. It's your call though if you want to reapply in a hurry
 
I am still waiting for IRCC`s reply , I wrote email to them but I think they won`t fix it.
So I am ready for another application. Someone else experienced same issue too here in Shanghai.
 
The application was processed from VFS New Delhi, India. Already raised CSE and emailed them, let's see what happens.
I am not in a hurry, will wait for a few weeks and see whether it can be resolved. If not then need to reapply.
My reply was to the other OP for her application to VFS Shanghai. Anyway.

The Bangalore visa office seems to respond more quickly to queries. Hope IRCC overturns your mom's refusal

three days after I wrote email to both consulate in Beijing China and VFS in Shanghai, they replied and re-open my case saying that they made a mistake :))))

I don't know how to attach a picture of the mail but here is their reply:" this us response to your temporary resident visa TRV application. Please be advised that your application was erroneously refused and has since been re-opened.

We apologize for any inconvenience this may have caused you and we appreciate your understanding."
