That doesn't make sense. There's always a reasont that should be quite obvious to the person who has been refused entry. Too long a visit, lack of ties to home country, too much time spent in Canada or visits that are too frequent, criminality, etc. It should really be quite obvious to your partner based on the discussion with the CBSA officer. If your partner is saying there was no reason - I would be concerned your partner isn't being truthful. CBSA doesn't just turn people away without saying a word - there's a conversation that takes place.
