Not really the Lawyer’s fault. You are asking him/her to circumvent the normal immigration procedure by trying to get you an internal transfer. Now you want to try for a work permit. you may also struggle to get an a LMIA and/or work permit given how small the company is and will also depend on the business activity in Canada. Canada tries to prevent people from using small businesses as an immigration vehicle.

Have you checked as to whether you qualify to immigrate via express entry since I assume this is your goal.

Waste of time. The ICT has no chance of being approved.

You need to go the LMIA route or apply to immigrate.

If the company is too small - an ICT based on an executive position will be refused. This is why your ICT was refused. The Canadian company is far too small to have this level of executive.
