Your prior marks and qualification are not taken into consideration when talking about language abilities. Your IELTS/TOFEL/PRE-score is what is take into account. IELTS is too low, you will most likely be rejected for visa when if you apply again

College might have accepted you, but they don't give you the visa CIC do. You have to take it again as it is too low.

English is essential component to survive in Canada. And ielts is just a test of that so first take good score in ielts and re apply
