Refusal reason for Canada visa

Hi
I had applied twice in month of October &November for Canada temporary visa. I was PR in 2005 and status expired in 2010. I visited Canada at that time . I got rejection in both applications with no specific reason. I have USA visa and visited twice in past with no overstay.
Can anybody focus what could be the reason for refusal?

You have been refused TRVs twice because you are still a PR. You need to renounce your PR status before your attempt another TRV
