Hello everyone,

My visa got refused for the second time. It got refused on the following grounds:

1. I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

2. Your proposed studies are not reasonable in the light of: your level of establishment, language abilities, financial ability and I am not satisfied that you are a genuine student and that you will depart Canada at the end of your authorized stay.

I have so far figured out some reasons why they may question my purpose of visit, level of establishment, financial ability , but the most puzzling bit is why they are questioning my language ability.

I have scored an overall band of 8.0 in IELTS (Listening-8.5, Speaking:8.0, Reading:7.5, Writing: 7.0). My course's requirement is 6.0. My college is located in Montreal, Québec. It's an English-language educational institution.

Do they also want me to speak french ? I don't know what VO is looking for, and I don't understand what more to tell them to justify my language abilities

I would be really grateful if I could get some insights on why my language ability is among the reasons of refusal?

(2) as I understand is a generic one size fits all statement but main thing to be concerned with they do not seem to be happy with the course you have chosen to study as a reason to come to Canada. This could be due your current qualifications, work experience and how any course improves your prospects on returning home.

Also assume you have researched whether the college in Quebec will qualify for a PGWP as there are very specific requirements for Quebec.

Thank you for your insights. I have a few questions relating to the same. If you have any idea, please do share.

My consultant also suggested that it is probably because they don't see my course to be reasonable in the light of my previous education and work experience, and they suggested me to change my course and re-apply. I have a Masters in Commerce. After completion of my studies, I switched my stream and became a certified Web-developer and that's how I worked as until now . And the course I've applied for is Software testing, and I understand how it could look like that I'm not a genuine student. Now the thing is, if I change the course to web development and re-apply. Should it be a matter of concern for me? Would it reflect poorly on my visa application?

Also, yes my college is eligible for pgwp.
