Refund of application fees

In the worst situation, if my application for OINP or any other PR program is refused and I want to apply again, do I have to pay the application fees again. So, can I get a refund of my paid fees if my application is refused in the first place?

You cannot get your fees back.
If you want to apply again, you will have to pay the fee again.
 
If you paid both, the processing fee (550) and the RFPR fee (490), once the processing of your application has started and if it is rejected, you will only receive refund of the RfPR fee,

OP asked about the fee for Provincial Nomination, not EE.

Opss, sorry for that. I also applied under Ontario and if they have started processing the application, if it gets rejected they won't refund the fees,
