Refund college fees

Hi. I did associate of business for 2 semesters but now i want to change my course, and i have to change the college as well, as the course i want to take isn't available there, how can i apply for refund of the remaining fees that i paid in advance?

You need to contact the college directly and negotiate through their refund policy. Some colleges will not refund any fees unless for specific circumstances and personal choice to change a course/ college may not be one reason.

I did.. And they said they won't refund my fees $10000 and will keep my gic as well

How will your college keep your GIC ? Its under your name.

GIC is your bank account college has nothing to do with that.

Colleges have a deadline each semester by which you can drop courses and get a refund, it should be on their academic calendar.
