I sent my Refugee Travel Document application via Canada Post Express on August 29, 2025, and it was delivered on September 2, 2025, according to the tracking information.
I submitted a webform inquiry on September 8, and the response indicated that my application was not yet in the system.
On September 19, I called IRCC, and the agent confirmed that the file was in the system and told her her i had an urgency and she marked it as urgent(no extra document was provided).
I sent another webform on September 23, and the reply stated that my application was still currently being processed.
When I called again on September 26 (using 1-888-242-2100 ), the agent told me that the application had been approved and the travel document was sent out (no tracking number provided).
Finally, on October 6, I received my Refugee Travel Document from Purolator, valid for two years.
Tip: If you plan on calling IRCC, try doing so before 10 AM — it’s usually easier to reach an agent. Good luck!

I called Ircc and was told my RTD was approved and dispatched on Oct 09 2025 but till now I have not received.

Do you know at least if it was sent via Purolator or Canada Post?

Canada Post lost one of our passports ... multiple times. And they had a national strike going on when your RTD was dispatched, and the rotating strikes are still ongoing.

If you check out the guide/wizard on https://www.canada.ca/en/immigratio...travel-documents-non-canadians/apply-how.html there are different instructions to apply based on if you can 31 days or more vs quicker turnaround in light of the Canada Post labour disruption. At the time of your post it was not yet 30 days, so it might be on the way, just a bit slow in coming...
