HI,

Thanks for reading my post. Here I have my details:

1. I worked at an organization through a job agency.
2. I called them for a job reference letter, but the letter they gave me had:
* job title
* Length of assignment
* payrate
3. But it does not have anything about the job responsibilities.

I called them, and asked, if they can write a bit about my job responsibilities. They said, since they do not know, what I did at the Client's office. They would write nothing. I contacted the recruited, his answer was, he is not authorized to write any such reference letter.

I have the email strings from the job agency regarding the assignment, and with all the expected responsibilities.

Now, I got a letter from the client. It states, my responsibilities and length of the assignment also.

Can I combine, the employment verification letter, reference letter from the client and those email strings to prove my NOC and experience?

If you have all elements covered (pay, duration, and duties) but just on 2 separate letters, I think you will be fine. I had a similar situation, not with an agency, but where I received a letter from our payroll department with salary/title/job duration, and separately a job duties letter from my manager which did not include salary information (and my application passed eligibility).

Since you're with a job agency, you may want include a cover letter clarifying your background, and referencing which documents contains which elements from the document checklist so it is exceedingly clear to the visa officer.
