Hi,

My company just asked me the recipient information for the reference letter. In my understanding, "To whom it may concern" should be okay, but could anyone please kindly advise what should I reply my company.

It doesn't matter. "To whom it may concern", "To Sir/Madam IRCC Officer", "To Mr. Batman", etc. are all good. Good Luck!
 
Thanks. I think they would like to know the address of the CIC or etc...normally when they write that kind of letter, they will put the recipient name and address at the left top corner, like CIC xxx road, xxx, Canada. Should I just tell them that that is not needed?
 
It is not needed. Although, if they insist, you can give them the address of your local Canadian embassy/consulate. Good Luck!
