Dear all,

After spend around 1.5 yrs at Canada, I came back to India now. My employer is not providing reference letters (Supervisors not able to get letter head).

1. Can I submit my application without ref. letter and showing the other proofs like pay stubs, my WP copies, WP LMO excemption letters describing my roles and responsibilities.

2. Regarding other previous experience certificates, I have all experience certificates from past 15 yrs. But Do I need go to that employer again and get new letters stating my roles and responsibilities since my old experience certificates not showing my roles and responsibilities in details.

Reference is the most important and must document for a sucessfull CEC Application
 
It is one of the most important documents related to your job. Other proofs of the job are job offer letter/contract, pay stubs.
You can write a cover letter explaining your situation and attach it with your file. You would have to show that you made efforts in arranging the job letter (e.g. email records with your supervisor/manager where you asked that you require the Job reference letter but they refused)
 
I am in same situation as yours. But I thought of giving it a try (My application reached on the 18th APR. So I should get an AOR or may be a rejection letter latest by next week). As my Canadian employer did not issue me this letter (its employers policy not to issue custom letters) I enclosed the following documents with my application

1) Release letter when I left the company in Canada
2) Reference letter from the Indian Branch (of my Canadian company) with all the roles and responsibilities listed
3) Pay stubs (Enclosed for the last 3 months, in the covering letter I put in note saying I can provide the full set on request)
4) T4's and notice of assessment for all the years I stayed in Canada
5) Reference letters from the project manager (not on company letter head)
6) My initial contract and all the extenstion letters to the contract.

I will reply to this post again when I hear from CIC.

I think that's the best you could have done. You should be fine.

Thanks for the information. I will also planning to do the same.

Since right now, I'm at India, I will send email to my Canadian HR requesting my reference letter.

In addition to the documents listed I think it would be better you also include a copy of the email from your canadian employer that says they are not providing you the reference letter.

They are asking for reference letters for the past 3 years(note that it is for work experience obtained in Canada). So you would only need to provide the ones from 2010 - 2013.

Also, one more question friends. Just for confirm - for CEC, they won't ask for WES Education verification correct?

u need to follow the documents checklist and provide whatever is written there.

my friend, no medical for me yet. They only sent me an email requesting for my 2012 notice of assessment. I also got my BOWP. how's ur case going?? I am just hanging in here praying and keeping my fingers crossed..
