I am applying for OINP. One of my ex employer has come back to me stating the following.

1. As per the HR policy, we cannot address the letter to "To whomsoever it may concern". They are only comfortable in issuing the letter addressing to some body for a specific purpose. For OINP application, in what name should I get the reference letter addressed to?

2. Secondly, as per the HR policy, they are not allowed to write the working hours of the employee. Rest all roles and responsibilities they have mentioned. At the maximum they have agreed to mention Full Time employee. Will this letter work?

3. Finally, they are not willing to mention the salary also. Can I attach my payslips for this?


Please reply guys especially for points 1 and 2.

To OINP and IRCC
As you will have to use this letter for IRCC e-APR also later on when you receive nomination.

Better ask them to only mention the no. of hours 40 or 48 hours per week. "Full time" employee would also suffice.

3. Finally, they are not willing to mention the salary also. Can I attach my payslips for this?
Yes, you would need to attach your offer letter and/or work contract and/or your pay slips to prove your salary if it is not mentioned on your reference letter.
If they are willing to provide you with an email refusing to mention the salary in your reference letter - then include a copy of that as well.

I was refused a letter by my company. I included refusal email and reference letters from my team members along with their Visiting Card, Company ID Card and standard system generated employment proof letter.

You can perhaps include letter which company provides, refusal email from company to include certain details and then additional reference letter from team members which has all required details with team member's supporting documents. Payslips and bank statement for last 6 months did the trick for me as far as proof of salary is concerned :)

You can address it to:
Ontario Immigrant Nominee Program
400 University Avenue, Ground Floor
Toronto ON M7A 2R9

Ideally, it would be better to get a generic letter from previous employer as you may need this letter again for CIC, unless they are ready to give you a letter again.

Full time employee is good, also if they can mention the daily work timings, that would help to calculate the number of hours per day.

Yes, this is fine.

May be you can also keep a Letter of Explanation mentioning why you could not get details mentioned by you in the above points.
