reference letter from Employer for FSW

Hello,

I have a 4 years experience in Software development (SAP-ABAP). That means I am under NOC code 2174.
My current employer is not positive about giving a refrence letter for work experience.
Can I send an offer and an appointmnet letter to CIC with FSW visa application forms?
