My company's hr has given me in writing that it is against the company policy to issue a reference letter. My team lead is ready to write a letter for me on an A4 size sheet. Is it acceptable for canada express entry?

Actually, the letters should not come from HR. They should be written by your direct manager. My manager (director) prepared and signed my letters.

are you sure your team does not have access to the letterhead? Usually, the letterhead is at our disposal. My company puts a stack of it next to the printer, we have a soft copy as well.
I received mine last November.

No my company has this strict policy that only official letters are printed on letterhead. No employee can write a customised letter on the letterhead.

HR cannot provide a detailed letter of reference, but I believe they can give a proof of employment document to you. Sometimes, people need to apply for visas.
Attach also the actual letter of reference from your team lead, including his contact info. It is a good idea to attach his name card as well, if he has one.
If you have other documents such as the signed contract, 6 months of salary slips, ... give IRCC all, too. Include in your letter of explanation about this arrangement. You will be fine.

Can we notarise such thing? I did not get my letters (written by manager) notarised actually.
 
Yes, it is always better safe than sorry. You might want to do more than enough.
One more thing, I read that you should also attach the email from HR that they could not issue such letter. All the best :)
