Hello,
I'm applying for a visitor visa to go to Toronto. I applied a few years ago for a work permit that got refused, so I didn't kept the documentation. Now I'm being asked for my universal client identification number. Is there anywhere I can recover it?

are you sure they gave you a uci number? I doubt that they gave you one since your application was refused. What you should probably do is leave it empty and attach a personal letter stating that you cannot recall the number and you're not certain if one was assigned

Yes, s/he got a UCI or FOSS ID when s/he was refused. So s/he leaves the UCI block blank if s/he doesn't know it.
 
so all are given uci number? even if refused? I thought if someone is given UCI it is a
positive sign because they say this is your UCI dont tell anyone of your UCI.

Everyone who applies gets one, it makes it easier to find the applications. refused and approved.
