IRCC often selects one criteria for refusal when there are more issues. I would order GCMS notes. Based on your posts it still isn’t clear if you have been living together since October 2023, April 2024 or Jan 2025. The fact that you applied after she had spent over 2 years outside of Canada doing her PhD and had not returned to Canada yet may also be the issue.

Absolutely. I would say an officer gives you the first reason for the refusal he or she encounters, and the officer doesn't need to proceed with your application to find any other or more reasons.
