Received IMM1017, but got refused in 2 days without awaiting for result

Hello, I applied for study permit. I submitted my application last May 6 then May 15 I received a request letter for medical (IMM1017) to be completed within 30 days, but after 2 days they refused already my application without waiting for the result of my medical. I hope someone here can enlighten me what happened. Thank you

Don’t see the problem. Application can refused at any time and updating file with medical request is part of the process and doesn’t indicate approval. What were reasons for refusal? Program? PAL?
