My GCMS notes shows eligibility not started? Why is it so? Is there a different case in PNP? I have seen many CEC applicants who have eligibility passed at the first stage...

It actually depends on the application category but these days, things are being fast tracked. If you are a Jan - June 2012 applicant & your eligibility has not been started, it means that no officer has reviewed your file. However, if you are a post June 2012 or 2013 applicant, officers at CIO reviews your file first & verify your Eligibility before transferring to the visa office (CPP-O) for further processing.

I applied in DEC 2012 And my eligibility check was not stated till June 2013 when I got the gcm notes.

If that's the case, then why did GCMS notes said Eligibility "not started"?

It's Buffalo closure issue. Meanwhile, the way Buffalo applications are processed is different from those of CPP-O.

If you did submit in Dec 2012, then your Eligibility should have been done by CIO. From what I understand about post July 2012 applications, Officers at CIO open the documents, Check for document completeness, perform Eligibility test and create a file in GCMS. After that, they issue you the medical and start your criminality check. Then, they forward the application to CPP-O for further processing.
Sincerely, I don't understand why they waited till June 2013 to do your Eligibility. It may be that the Officers at CIO did not do the Eligibility check.

By the way, when did your application go 'in process'...Applications go 'in process' only when Eligibility is passed. On another note, your Eligibility may have been passed a while ago & it is not updated until June 2013 when an officer looks at your file. This happened to me in the case of my criminality...It was passed but refused to be updated for sometime.

GCMS means Global Case Management System. It is in this system they now process all PR applications. Formally, they use CAIPS or FOSS record. It is where your record is in Canada...But it is not Global. Now, Canadian officers all over the world can have access to your file...If they are working on your application. It also makes it easy to do a lot of checks on you...Criminal, Human rights, Abuse, Violations, etc...

The GCMS notes is just a snap shot of your file in GCMS. If requested, officer prints it out as pdf and send to you. It makes you see all the decisions being made on your file, your information, incoming & outgoing correspondence, etc. With the note, you can know the DETAILED status of your application.

Hi coshx, I guess the chat is confused here...If you are asking me, I applied on March 28th, 2013...My criminality check is in progress and security and eligibility is not started. If CIO does eligibility before sending to CPP-Ottawa, then it should have been appeared in GCMS, right? Well, its all so confusing. Best is to just wait.

My ecas hasn't been updated to "in process". According to the gcm generated on June 12th 2013, application status was updated to "in progress" on may10th 2013.
