Right, I see that now.

But you definitely don't need to send your passport. That's straight from the federal government there.

Applicants from visa-exempt countries
The ‘Passport Request’ letter instructs the applicant on how to send a photocopy of the bio data page of their passport and, if applicable, the bio data page of the passports of their accompanying spouse and dependent children.

We finally managed to get the information from the VAC people.

Because of Covid-19, they require you to send all the documents by their recognized courier service.

To do so, you need to follow the steps on this page: https://www.vfsglobal.ca/Canada/USA/how_to_apply.html#

In the "SUBMIT PASSPORT AND OTHER DOCUMENTS" tab, under option 2. This will require you to fill out this excel sheet and send it to them on either of their provided emails. We went with New-York since that's the office originally referenced in the IRCC email. They will then send you a bill for the fees to be paid and a shipping label to send the documents.


What is needed in the mailed package:

-As Mahtax said, a US citizen only needs to send a copy of the passport, not the original.
-2 size appropriate pictures
-the filled out form at the end of the email sent by IRCC
-2 filled out copies of this form
