I got my COPR back in April 2021 but still waiting for my PR card and I'm looking to get a condo property, want to know if I will be subjected to the NRST 15%? does COPR mean I'm a permanent resident now and will not be subjected to the foreign NRST 15% tax when buying properties?

You should be considered a permanent resident but part of this will be up to the realtors and lawyers understanding what a COPR is. Talk to them.

We bought a house and no one had any issues whatsoever with me using my copr. I asked the lawyer if it made a difference that my PR card hadn't arrived yet and she said absolutely not.
