If I don't make a mistake, it would not depend on your study stream or you did/didn't take the upfront medical.
For applicants who took the medical upfront, if "BVL received" comes first without "Medical passed" -> bad sign
For applicants who did not take the medical upfront, if "BVL received" comes first without "Medical request" -> bad sign
However, both predictions above are not 100% correct in all cases.

That makes sense. But yeah -- don't get your hopes down if it happened to you.
