The entire process took two months applying on the new portal and picking up her visa in Havana.
We arrived this week and the nice woman at Canadian immigration asked one question only: "How long are you going to stay in Canada? I answered for her since she doesn't speak English, "35 days." The agent didn't even look at her computer or ask for proof of return ticket. She waved us through and said, "Enjoy your visit." No secondary inspection and we were out there within minutes.
Note that my wife made the application and we showed Canadian bank accounts since (as I have mentioned previously) no one in Cuba has more than $10 or $20 in their bank account so we didn't even bother to submit it. We did submit the deed in her name to her apartment which is worth maybe $7k.
