Hello guys, I applied my visa at Hyderabad for 1st time and got rejected, now is it better to apply at Hyderabad or Delhi for second time? Which one will be more liberal. Is there any problem if I apply at different consulate second time? Please share your suggestions.

Nothing is like that where one visa office is liberal than others !
So apply for CAIPS notes, where you would see detail description of reason of your refusal..
Prepare strong SOP.....share your education background, course at Canadian college and reason for refusal ..also share processing time...
