Hi All,
Visit Visa for my parents from Pakistan is refused earlier with the objection of Family ties, In Sufficient funds and unable to leave Canada after visit Period.
I contacted a Consultant and he advised me that I as a host should write an invitation letter which indicate that if my parents do not leave Canada at the end of their Visa limit duration or applied for refugee claim then I'll pay the authorities certain amount to sent them back.

Will somebody advise me that is it good idea to go with or what should be the right procedure. Moreover how many chances can I see If I just apply for them for TRV.

That's a silly thing to write in a letter. It's not legally binding. Meaning that if your parents do not follow the conditions of their visa there is nothing CIC can do to make you pay to send them back. Since the letter isn't legally binding it will really have no value to CIC. Go ahead and write a normal invitation letter. But I would leave out anything about paying the fee to CIC.

I would focus on providing more evidence that show what ties your parents have to their home country.
 
There should be no "IF" your parents don't leave Canada, they're SUPPOSED to leave Canada before their TRVs expire, that's the whole point of a TRV, its a TEMPORARY visa.
