Reapply under new rules

My Profession included in the 38 categories, and I had submitted my application two years ago and I' m still waiting.
My Q is Should I drew my application and I apply under the new rules or Keep waiting?

I am in the same situatuation. If your job is listed and you have all the docs ready (especially IELTS), and the normal processing time at your local visa office is still more than two years to go, I would say it is better to re-apply.
However, the question still remains; to withdraw the old application and apply again, OR to apply again without withdrawal. The CIC website reads: "

Yes. If you want to withdraw your application and reapply under the new rules you may do so.

". It does not say you MUST withdraw first but implies that it is first withdrawal, then re-application. I have also read on some immigration lawyers' website that it is OK to apply before withdrawing and the CIC will later ask you to withdraw one of them.
