If you reapplied, it is a new application. Processing averages 14 weeks. Assume you got GCMS notes to read full reasons for refusal and not just submitted a new SOP.
I Haven't seen my GCMS notes as it is going to take another 4-7weeks of time so that I shall miss Jan intake. But I am sure, I covered all the points which was mentioned in the rejection

You received every reason for a refusal and changing your SOP may not be enough. Can’t comment because you don’t say your full profile. VO doesn’t believe your are a genuine student so your program may not be relevant and provide future employment. Possible that you don’t have the funds, language results low, poor grades, don’t show career or education progression. Purpose of visit can mean many things but can mean the program is not relevant to your education and career choices; you don’t have travel history; you aren’t established in your home country with strong ties. How will spending tens of thousands of dollars in Canada help your career?

What is ECE? Your grades are low for post grad program...explain why? How does program give you a better career in home country? Why do you need to study in Canada. Why SaskTech? Did you pay total fees? Those are the questions you need to answer.
Ok…but you don’t know all the reasons for refusal because you don’t have GCMS notes. All the best and hope you get your permit.
