i just live in canada for 5 months. i landed on march 31 2017 and go back to my country last august 17 2017

What PMM is saying is that you do not need to fill in any H&C grounds in Q19. You only spent 5 months in the country true but the residency obligation is 2 years out of the first 5 years from landing.

So from 3/31/2017 until 3/30/2022 you must spend 730 days in Canada so having spent 5 months already you only need to be in Canada for another 19 months between now and 3/2022.

The Q19 for H&C as I read it is really only to support PRTD applications for people who have not met the residency obligation although I guess you can find somewhere to say why you do not currently have a PR card.

Being in Canada for only 5 months initially is of no concern at all, people even only stay for a day and stay away for far longer after an initial stay,

If you have your PR Card, you don't need to fill up anything

You need to get a PRTD. Alternatively, if you can fly to the USA, you can cross the land border into Canada.
