Hello,

I was taking part in a program in Canada which I essentially completed with the exception of one credit. I then took a leave of absence from the University to head back to the United States to help take care of my father who was just diagnosed with cancer (at the time).. None the less the University has informed me that they are closing the program and they essentially have to issue me my degree by February (my last credit was a research paper which was already completed previously but to processed). So they will be giving me my degree by Feb - but its my understanding that I must have an active Study Permit to register for a PGWP... So my question is how will I go about requesting a study permit? Previously I showed them my full schedule and where I will be living and it was granted at the border. In this case I am neither a full time student (again only have one credit to complete) and with Covid have no desire or ability to enter the country and quarantine for 14 days with the Covid rules (I have a job here in the States that would preclude me from doing that .. and I can handle all of the University stuff virtually)...

What is my best course of action to apply for permit to graduate?

I'm not sure a PGWP is going to be possible in your case. In order to qualify for a PGWP, your studies have to be continuous. It sounds like you took a two year leave of absence. Is that correct? Leave of absences are allowed, but only up to a maximum of 150 days.
 
You dont need a study permit to apply for pgwp from outside Canada however the issue is the length of the absence as explained. Perhaps time to consider other immigration options
