Re-apply for a visitor visa. Need to close submitted application?

Hi everyone,

My brother applied for a visitor visa 1 year ago and was told to re-apply (by a separate email asking about his process). Does he need to close the current application (nothing has happened since the biometrics) or he can create and submit a new one?

You withdraw via the IRCC webform.

Googled IRCC webform

Raise a webform and then reapply.
