I am currently appealing my wife's refusal for permanent resident. It's been 120 days since I filed. When I called the IAD they said they were waiting for Canada Border agency file. Does anyone know what the Border Agency has to do with filling an appeal ?

When you go to the appeal hearing, there will be a lawyer there representing the government. This lawyer is from the Canada Border Services Agency, and will be opposing your appeal.
It it the CBSA that handles the appeals. The visa officer that refused the PR application sends the file to CBSA, and they will then send a copy to the IAD and another one to the sponsor. The IAD supplies the person who hears the appeal and decides it.
