RCMP Certificate-When to apply

Hey guys can someone please tell me when is the good time to apply for the RCMp certificate? I know it's valid for 6 months. Can I apply for it now and have it ready so that I can submit the document as soon as the CIC requests it during my processing?

No need to apply now if you are in already Canada,not for all cic gonna ask RCMP.

This document is for my fiance who is in the US. We just submitted his EE application and want to know if we can have the RCMp certitificate beforehand so that we can submit it to CIC if they ask for it. Because obviously we don't want this delay the process.

Also do you need a letter from CIC requesting for the RCMP certificate before getting the fingerprinting and applying for the RCMP document. Someone has an idea about this?
