Not necessary. For example, there are 4000 applicants with a score of 440 or above. Only 3750, i.e. the fixed draw size, will get an invitation and the remaining 250 will not receive an invite. The criteria here is first come, first serve, so profiles are ranked on CRS score and on profile submission date and the first 3750 will get an invite.
Not correct explanation, if I understand your explanation correctly.
In this example, if cut-off score is 440, ALL candidates with scores of 441 or higher will get ITA, irrespective of when they submitted their profile (it could be just 2 hours back). Among the candidates with score of 440, only those will be given ITA who submitted their profile before the tie-break date/time. Others on 440 who submitted their profile after tie-break date/time, will not get ITA.

lol. His question, to which I replied, was very specific. And yes, obviously you have to have the profile submitted before the round eligibility cutoff date.

Yes, I replied to the specific question of the OP. In your answer, it sounded like among the candidates who have CRS of 441 or above, those who submitted profile after tie-break date will not receive ITA. That is not correct, all candidates above cut-off CRS will receive ITA. Tie-break date is only applicable for the candidates who are exactly on the cut-off CRS.

This forums are really addictive I got my ITA last year and PR but still every Tuesday (before draw) I always read all msges
 
Does IRCC declare an official statement if the draw will be held today? They had a system update yday and I read somewhere that draws may or may not happen the following day.
