One question guys
Last time when the cutoff was 442, the tie break rule said may 2017.
This time it says tie break rule at Feb 11th

What I am not getting is that if the score went below 442 last year , who are these people who created the profile in may 2017 at 442 score and did not get the ITA till draw number 83

Just to add I am at 442 and did not get the ITA this time

Those were people who created their profile back in May but later updated with maybe IELTS score or some other means. You see when your create a profile that day stays even if you add new informations later.

Those are applicants who created their profile with a CRS less than 413 in or before May 2017 and then improved their CRS after Nov 15th to 442.

I'm at 440 with my OINP NOI received on 23rd Jan.
So, most probably I will have to spend the 1500 CAD and additional paperwork :(

Do you guys think I should go ahead with the NOI from OINP or keep hoping for a EE?

At 440. I'll most definitely hang on for 2-3 draws
