Its not exactly true. They have to issue a total of ~52000 ita's still. divide it by approx 2 draws per month in remaining 9 months. Need approx ~3000 ITA'S atleast per draw.

You don't have to get a PR to travel, apply for a visitor visa if you are not from a country with a visa waiver.
