Last year on March 23, 2016, it was announced at 12:20:45 UTC. With daylight saving time, it should have been announced an hour earlier. Or is it just the time indicating the process of draw rather than the announcement?

More recent draws were all around 13:30 UTC.

This is the time when the actual draw happens, it takes few hours to update it online..
