It's funny. CICguy has become somewhat of a celebrity here on CanadaVisa since his predictions... I can just imagine him coming on here to smugly say "I told you all so and you didn't believe me! Also I HAVE A NAME! And it's NOT CICGUY!" :p

why people so obsessed with the CIC guy.. he said scores will drop to below 400 eventually lol... thats just not gonna happen...

he was right about the ITAs... but yeah - even i could have predicted that....

Well, nevermind the CICguy. This CIC presentation from July 2016 says exactly the same thing, but without mentioning the 400 low. And its happening. And it's very easy to conclude when you do the math that yes, scores are bound to go down, just a matter of time. It's a long-term project, can't happen over night, a lot of people sitting on high levels CRS because of small number of ITAs throughout the year 2016. And now it's different, we just have to wait it kicks in and to see the real number of people out there.

I was thinking that it could be some guy with 586 points and a LMIA of 200 points, but that's NOC 00XX so it would likely be someone too old for 586 points..

So my next guess is that he got a PNP though a valid job offer and did not bother doing all the extra stuff like IELTS and ECA... Or did for the PNP and didn't bother putting it in his EE profile.

You still need IELTS or TEF test in order to be able to activate EE. However everything else including work experience or education proof is optional. So we migh be easily look on somebody who just did the pure minimum (age + language can give you that amount of points). Everything else was covered with PNP.
