When it comes to future requirements, all are just guess.
When it comes to staying in one province, technically you are free to move. When it comes to any changes and limitations, nothing certain was passed and what we see are guesses only.

The original advice was to have cut off at CRS 430. So maybe this time OINP will actually use this 430 magic number!!

I think all we have to do is sit and hope ontario nominates all of us

So 450 cutoff score for ontario PNP is logically incorrect.

Ontario will keep 400 cutoff score for 2017 also.

Ontario wants 5500 provincial nominees, not 5500 just from human capital stream.
Human capital might be just around 50% or even less of all PNP applicants.
Furthermore there will be people coming whole year with high score.
 
CEC started issuing 1500 ITAs per draw.
That means crs score will come down to 450 level in a couple of months.
 
CRS Calculator link is down, Seems like they are making some changes :)

I have never experienced the link not working before....

hope for the good news to follow.
 
For sure they are making changes to the system, the way it calculates the scores and everything......... Fingers crossed.....
