ration card for Indian applicant?

any one advice, is ration card a must needed document for applying FSW program? can we submit any other alternative document instead ration card?

I don't even have a Ration Card.

What do you need the Ration Card for? what proof?

In fact my husband also don't have ration card, I am just checking with experts to verify documentation part.
