My wife is living in Canada as a visitor.
We have applied outland as she needs to travel frequently for her work based in the UK.

So far:

1. Papers sent to CIC
2. Once CIC says the demand is admissible, I can send CSQ application
3. Once CSQ obtained, I wait for PR response

RAMQ claims you can be covered once you have CSQ and once you have CIC letter "showing you're allowed to apply for PR"

**What letter is that?** Will I still get such a letter if application is outland?

Any ideas of processing times?

Usually that is AIP (approval in principal which comes very close to approval of PR). Think you may be confused between allowed to apply for PR since anyone is allowed to apply for PR and approval in principle. Where is your wife from? There is still a 3 month wait time after that.
 
You are covered by the RAMQ when you have AOR + CSQ + Letter of employment in quebec OR AIP (approval in principle). Once you have either one or the other, you apply for it and it takes 3 months before being covered. You'll have to wait for AIP since you applied outland and your wife can't work in canada yet

There is no AIP with outland applications. Only with inland.
