Hi all experts, looking for advices here. :)
My CEC experience is definitely already expired (moved out of 36 months cap, by half to 1 month).
However I'm still drawn under CEC, and "preview score tool" under eAPR application still states I "Met" CEC.

The statements on this preview score page says I should make informal decision based on this preview.
Question! Should I submit or decline?
 
“Under section A11.2, an officer may not issue a visa to an applicant who did not or does not meet the Express Entry minimum entry criteria (MEC) or did not or does not possess the qualifications for which they received their CRS score at the time when

  • the invitation to apply (ITA) was issued; or
  • the e-APR was received by IRCC.“

You already said yourself that part of your experience is already expired and without 1 full Canadian work experience you don’t meet the CEC minimum criteria. So I think you already know the answer to your question.

Asking because I can't find any cases like mine on the forum. Ppl are just not aggregating enough and got ITA.
So is it I should decline? No flexibility at all?

I mentioned flexibility because I'm super confused why the system still yield ITA and the eAPR score evaluation still says met.
And score tool simply says to make decision based on this evaluation. (Isn't it suggesting me to submit?)
I can only come up there exist the flexibility based on this system behavior.
Otherwise it's wasting both visa officers' and us applicants' time...

I just did an experiment to modify my work history.
If I shift my start/end date by 1 month earlier, preview score simply yield "Not Met" for CEC. :D
It's super easy to calculate accumulated work hours programmatically on the system, with hour accuracy. But the system is doing Month...
Hence, I would conclude that there exists such 1 month's flexibility when an actual visa officer is reviewing...

Lastly, the section you quoted seems not matching my case either.
My CRS score didn't change at all... And I meet MEC all the time, regardless...

Correct, the CRS calculation is based on month not on exact days. That’s why if you read through this forum, you’ll see applications with an exact opposite of yours - some see an increase in score and get their ITA under CEC at their 11 month of Canadian work experience. But they submitted their PR application AFTER they reach 1 year, because they understand the requirement of meeting the MEC and backing their new CRS.

I quoted the link since it mentions “minimum entry criteria” which is your question. In your case, your MEC and CRS is riding on your 1 year of Canadian work experience which you said is partially expiring. Or are you saying you have more than 1 year of Canadian work experience - as it wasn’t clear in you original post.

Anyway, so you’re saying that based on your reference letter, your Canadian work experience is not yet expired - like you earned it from May 2018 to April 2019? You didn’t mention any specific months, so I’m only assuming. If yes, make sure to submit BEFORE your work experience start date expiry so there’s no overlap.
