If my mother is now under supervisa. Can i apply her at the same time for sponsorship this coming january 2017 for permanent residence?
 
Yes, there should be no issues, as long as she stays until she is explicitly authorized.

Yes, if she goes back during PR processing you can update CIC with back home address so they can issue the PR visa at your home country.
