questions related to sponsoring spouse

Hi All, I am about to get married and was planning to sponsor the spouse. The spouse is in India. I has below questions:
1)Is marriage certificate enough or do we need to register marriage in court
2)Can the spouse apply for PCC in India before marriage

2. We had applied for a pcc before marriage and used the same one for application. The application is still in progress though.
